In a pivotal move for blockchain infrastructure, the Bitcoin ZK-rollup project Citrea formally established the independent Citrea Foundation in early 2025, aiming to expand Bitcoin’s applications and strengthen the programmability of its native network. This initiative marks an important turning point in the Bitcoin ecosystem’s evolution from a single store-of-value toward a diversified smart contract platform.

The Citrea Foundation’s core mission is to propel decentralization across Bitcoin layer-two development. Operating as an autonomous nonprofit entity, the foundation focuses on serving the open-source developer community by systematically channeling resources to build a more open and inclusive technical ecosystem. Its strategic priorities span four areas: supporting cutting-edge cryptographic research to create trustless infrastructure, developing secure and efficient Bitcoin cross-chain bridging solutions, launching dedicated developer grant programs to incentivize innovative projects, and fostering ecological collaboration and community building to fill critical gaps in the current Bitcoin development landscape.

This initiative responds to the longstanding constraints of the Bitcoin base layer—limited scripting capabilities and throughput bottlenecks. Traditionally, complex applications could not be deployed directly on Bitcoin, whereas ZK-rollup technology moves transaction computation off-chain and submits only succinct cryptographic proofs to the Bitcoin mainnet, preserving the chain’s strong security while delivering flexibility akin to smart contract platforms. The foundation’s creation is designed to systematically mature and popularize this technical path.
