The bill passed the State Senate with an overwhelming 37-0 vote, demonstrating broad bipartisan consensus on regulating digital payment assets. This legislation aims to establish a clear compliance framework for payment stablecoin issuers operating in Florida, covering core aspects such as consumer protection, financial transparency, and operational responsibility. The bill explicitly states that payment stablecoins meeting specific criteria will not be considered securities, which helps reduce legal uncertainty for businesses entering the digital payment market. Furthermore, the bill requires stablecoin issuers based outside the state to provide written notification to the state's Office of Financial Regulation before offering services in Florida.
