Ghana Launches Crypto Regulatory Sandbox, 11 Institutions Selected for First Cohort

Ghana's Securities and Exchange Commission (SEC) has officially launched its first crypto asset regulatory sandbox program, with 11 digital asset companies becoming the first participants. The program provides an innovative environment for businesses to test compliant digital asset products and services within a regulated framework for 12 months, while being subject to full monitoring and evaluation by regulators.

As the core regulatory body of Ghana's financial market, the SEC's extension of its regulatory scope to the emerging digital asset sector aims to balance technological innovation with investor protection. Participating companies that meet core requirements such as capital adequacy, corporate governance, and information disclosure within six months can apply for a formal operating license in advance; the remaining companies will need to complete the entire sandbox cycle to further optimize their internal control systems and business processes.

Regulators stated that the data and experience collected during the sandbox period will be directly used to formulate a long-term regulatory framework for the future, including admission standards, ongoing reporting obligations, and risk control mechanisms. It is expected that after the sandbox concludes, the SEC will issue complete regulatory guidelines for virtual asset services and gradually open up more companies to apply for formal licenses, provided they comply with the norms established during the sandbox phase. The SEC emphasized: 'The core objective of this pilot program is to build a safe, transparent, and accountable digital asset market ecosystem, laying a solid foundation for the digital transformation of Ghana's financial system.'
