Anthropic Rushes to Restart Pentagon Talks, Averting Supply Chain Risk Designation

Anthropic is urgently restarting negotiations with the U.S. Department of Defense to avoid being designated as a supply chain risk, which would impact its $200 million defense contract and the critical role of U.S. AI technology in the defense sector.

Anthropic CEO Dario Amodei has recently restarted negotiations with the U.S. Department of Defense in a last-ditch effort to reach an agreement and prevent the company from being labeled a "supply chain risk" by the Trump administration. If this designation takes effect, it would require defense contractors to sever all business ties with Anthropic, severely impacting its eligibility to participate in military AI projects. According to internal memos obtained by the Financial Times, the Pentagon had offered to accept most of Anthropic's terms as negotiations neared completion, but requested the removal of a restriction clause "prohibiting the analysis of bulk data acquisition." Anthropic stated that this clause is one of its core red lines, designed to prevent AI from being used for large-scale domestic surveillance, and is as important as prohibiting the use of AI in lethal autonomous weapons systems. This stalemate was exacerbated by a public warning from Secretary of Defense Pete Hegseth, who stated bluntly that Anthropic could be formally identified as a supply chain risk, raising concerns within the industry about the stability of the U.S. defense AI ecosystem. Notably, Anthropic is already deeply integrated into the U.S. defense system. In July 2025, the company secured a contract worth up to $200 million from the Department of Defense, becoming the first technology company authorized to deploy models in classified environments and provide AI services to national security agencies. To prevent this potential ban, several industry organizations have jointly voiced their concerns. Groups including the Software & Information Industry Association, TechNet, the Computer & Communications Industry Association, and the Business Software Alliance have jointly sent letters to the government, warning that listing Anthropic as a risk enterprise would weaken the United States' leadership in the global AI competition. These organizations represent hundreds of top technology companies, including Nvidia, Google, and Apple, emphasizing that technological cooperation should not be politicized to avoid undermining national security and the balance of technological innovation.
